The true sense of Christmas is one of sharing and giving. It is for this reason that we give gifts to those we care for. Mr. Romy S. Ronquillo, member of the AGFI Board of Trustees, also expressed the same thought when he delivered his Christmas message at the Scholars’ Christmas Party last December 8, 2006.
The AGFI-Abojeb MarE scholars received a surprise Christmas bonus from Aboitiz Jebsen, through Vice-President for Crewing, Ms. Arleen V. Asuncion, who turned over 10 copies each of books in English and Physics, including a laboratory manual. These books are required in the scholars’ respective classes but the scholars could not afford to buy due to financial constraints.
The purchase of the book was management’s manifestation of commitment to help the scholars tackle and excel in their studies in school.
To recall, the MarE Scholars were selected from a pool of high school graduates with very good academic standings and coming from poor families in Cebu and the neighboring areas. In fact, some came from Leyte and Negros being graduates from the Sisters of Mary School Boystown in Minglanilla, a donation-funded school known for getting students from poor families in the remote areas of Cebu and the Visayas.
To highlight the scholars’ achievement, so far, the general average of their academic grades in the first semester of SY2006-2007 ranges from 1.35 to 1.60 for a total of 24 units of subjects enrolled except for NROTC. If they maintain these averages, they are likely to be awarded as honor students upon graduation two years from now.
Upon receiving the books, the scholars were all smiles and very much thankful of the management’s gesture of assistance to them. “Thank you to the Abojeb Management most especially to Ms. Arleen Asuncion for the book donation,” the scholars chorused.

Jebsens Maritime Inc. tendered lunch at its office last Aug. 11, 2006 as a congratulatory fete for its July 2006 Marine Deck Board Passers.
Board passers include four Masters, nine Chief Officers and 13 OICs, namely: Master - Bonifacio Camacho, Reynaldo Custodio, Arnel Gollaba, Clement Valiente; Chief officer – Anthony Carin, Jose Euclides de Guzman, Chris Gaitano, Godofredo Galarion, Michael Clark Marfil, Edgardo Molero, Chill Ponclara, Roberto Rabacca and Rocel Noel Silva; and OIC – Carlito Chavez, Glenn Espere, Nathaniel Faja, Dennis Legaspi, Rexon Manalo, Remwil Masnayon, Lor Ben Nanquil, Oscar Pedotera, Erwin Rampas, Aldrin Sayon, Archie Sios-e, Matt Villamor, and Wilson Villanueva.
The event was highlighted by the awarding of a Certificate of Recognition and a token to each of the 11 attendees by JMI’s Arleen Asuncion (Vice President), Capt. Stan Santiago (Assistant Vice President) and Ditas Ramos (Sr. Operations Manager).

The Aboitiz Jebsens (Abojeb), in coordination with the Aboitiz Group Foundation Inc. (AGFI), launched the Marine Engineering Scholarship Program June 16, 2006 at Stella Maris Seamen’s Center, Pier 4, Cebu City, Philippines.
Ten students from Cebu, Leyte and Negros of Visayan Region qualified for the program namely: Reynald Barillo, Charito Bonghanoy, Gualberto Cejudo Jr., Jerome Daing, Reynald Ryan Dayag, Glenn Vincent Famor, Jubeth Genon, Mar Malazarte, Alberto Narciso and Dan Royce Sacay. They are now enrolled at the University of Cebu (UC).
Pre-requisites for the scholarship were good scholastic record in high school, passing rate in qualifying examinations given by UC and Abojeb and a panel interview. Maintenance grade in college is an average of 85 per cent.
The scholarship covers tuition and miscellaneous fees and school uniform.
The affair was highlighted by the signing of a Memorandum of Agreement by Arleen Asuncion, Abojeb Vice President; Sonny Carpio, AGFI Managing Trustee; Dr. Isabelita Conales, UC Academic Administrator; and the scholars.

M/V GAS SHANGHAI, a full-Filipino-crew LPG carrier, succeeded in rescuing a couple from the burning SY Ilala at sea in Malaysia May 8, 2006.
Rescued were Paul Andrew Johnson, 39, British, and wife Debra-Ann Lucille Johnson, 36, South African, owners/crew of the yacht.
GAS SHANGHAI, while sailing towards Tanjung Sulong Malaysia at 1400 LT, saw flare coming from the burning Ilala yacht. Standby instructions were immediately issued to the Engine Room and crew were mustered for rescue operations while Safety Message to all vessels in the vicinity was broadcast. TESMA Singapore, the vessel’s technical manager, was informed about the rescue operations including necessary security precautions against piracy.
The passengers of Ilala were found in a liferaft and successfully recovered.
Reports showed that Ilala was in a voyage in a thurderstorm heading to Phuket, Thailand from Port Blair, India with Johnson couple as only passengers. A lightning apparently hit the yacht which eventually triggered fire. Paul searched inside the yacht hoping to contain the fire but the fire spread very rapidly. As the yacht began to be filled with thick, noxious fumes and clearly went beyond control, the passengers, taking with them their “grab bags”, safety equipment, food, water, portable navigation equipment and valuables, abandoned to the liferaft and swam away from the burning yacht. They continued to send signals, deploying red rocket flare and continued to make MAYDAY calls until rescued by GAS SHANGHAI at about 1510 LT.
GAS SHANGHAI subsequently informed TESMA Singapore and all vessels in the vicinity about the successful rescue operations and Safety Message was again broadcast to end the operations.
The rescued passengers expressed their sincere gratitude to the captain, officers and crew of MV GAS SHANGHAI for saving their lives and having shown exemplary seamanship and professionalism during the rescue operations and extending every possible courtesy and hospitality to them aboard their vessel.
M/V Gas Shanghai is one of the five fully-pressurized LPG carriers operated by Tesma Singapore and is trading mainly in the Far East. She is manned by 16 Filipinos, namely: Miguel Salvador (Master), Noel Sinagpulo (Chief Engineer), Amancio Lino Plazuela (Chief Officer), Martin Jose Alfaro (Second Engineer), Sherille Bautista (Third Officer), Frederick Labiaga (Third Engineer), Hernani Servento (Fourth Engineer), Froilan Ellao and Godofredo Adlaon (Able Bodied Seamen), Kenneth Bernadas and Jesus Adaptar (Ordinary Seamen), Jimmy Recacho (Motorman), Geraldo Guillena and Juan Vicente (Oilers) and Edmundo Velasco (Chief Cook).
M/V Gas Shanghai is expected to call in the port of Bataan this 17th of May 2006.
Note: The successful rescue operations of M/V Gas Shanghai coincides with the birthday of the vessel Master Miguel Salvador.

For Jebsens Maritime, Inc. Mr. Ole Stene, acting Managing Director, received the prestigious Awards of Excellence and Ms. Arleen Asuncion, Vice President - Crewing received the POEA Special Commendation for Exemplary Welfare Programs and Allied Services. Ms. Vivian N. Ongpin, Operations and Business Development Manager received the POEA Special Commendation for Pioneering Efforts in Developing Quality Labor Markets for Aboitiz Jebsen Manpower Solutions, Inc. The awards embrace a renewed world of expectations utilizing the values of human resource development. Awarding ceremonies were held at the Manila Pavilion Hotel last 31 January 2006. Awards were given by DOLE's Secretary Patricia A. Sto. Tomas, Undersecretary Danilo P. Cruz and POEA Administrator, Rosalinda Dimapilis-Baldoz.

Harbor Training Center Inc. (Cebu) was granted FULL ACCREDITATION by the Maritime Training Council (MTC) to conduct the IMO Model Courses of Crowd Management (1.28) and Crisis Management (1.29) for a period of three years.
This full accreditation was due to ZERO DEFICIENCIES during the conduct of inspections by MTC in our training center and the practicum vessels, OLO Good Voyage and OLO Fatima, last 01 July 2004.
The MTC Inspection Team was composed of Capt. Gregorio Sialsa (MTC TWG Member), Josephine Marie San Pedro (MTC), Ichiro Kanda (MTC JICA Consultant), SCPO Victor Baba (PCG Cebu), CPO Dionisio Montejar (PCG Cebu), Romyl Cabillo (OWWA), and Suzette Sobrino (Marina 7).
HTCI-Cebu also offers in-house training courses such as Ship Security Officer, Ship Security Awareness, Safe Navigation & Collision Regulations, HIV/AIDS/PADAMS, ISM Code Familiarization, ISPS Code Awareness for Port Facilities Personnel, and Basic Computer Courses (Word/Excel/Lotus Notes).

The Maritime Training Council- Technical Working Group (MTC-TWG) inspected Harbor Training Center Inc., Manila on 26 July 2004 for the purpose of renewal of accreditation to conduct training courses on Crowd Management (IMO Model Course 1.28) and Crisis Management (IMO Model Course 1.29). Included in this inspection were the two Ro-Ro Passenger vessels Superferry 16 and Superferry 18 which are going to be used as practicum vessels.
The MTC Inspection Team was composed of Capt. Antonio Penarubia (FAME–TWG Team Leader), LTJG Ivan Roldan (PCG), Engr. Virvic Paul Erese (MARINA), Ronaldo Demabasa (MTC) and Noland Robles (MTC).
The inspection was successfully conducted with NO DEFICIENCIES noted both for the training center and the practicum vessels.
HARBOR TRAINING CENTER INC. is therefore re-accredited and authorized by the Maritime Training Council to conduct courses on Crowd Management and Crisis Management for another three years.

A Memorial and Thanksgiving Mass was held on March 16, 2004 in honor of the survivors and relatives of the crew of Rocknes. It was officiated by Father Savino Bernardi of the United Seaman’s Center and was graced by more than a hundred crew relatives.
During the mass, Mr. Atle Jebsen, Chairman of Jebsens Management AS, extended his gratitude to all the survivors for their loyalty and service to the company. He stated that they are welcome to go back onboard the ships when they are ready. For the relatives of crew who died during the accident, he encouraged them to keep up their strength to go on with their lives for themselves and for their families.
After the mass, Mr. and Mrs. Jebsen personally distributed Certificates of Appreciation to all the survivors and relatives in recognition of their/their husbands’ hardwork and dedication to the company. They spent time reacquainting themselves not only with the relatives they met in Bergen last January but also with the crews children, parents and other family members.
The event was also attended by Ambassador Paul Moe of the Norwegian Embassy, Overseas Workers’ Welfare Administrator Virgilio R. Angelo, Van Oord crew Mr. Schot and Mr. Schirmann , both survivors of the accident , and other Van Oord representatives.
It was a solemn gathering capped by a quite dinner giving more time to the crew and relatives , staff, government officials and other guests who assisted during the accident to share their experiences with each other.
The gathering was formally closed by Ms. Olive Chin, AVP-Crewing , who expressed her gratitude to all and wished them to reflect on wonderful memories of the past to inspire them to go on with our lives.

Aboitiz Jebsen shall not be liable for any crewmembers which will be held up or fined by the authorities due to this.

Aboitiz-Jebsen Manpower Solutions, Inc. (AJMAN), an agency providing skilled Filipino workers to companies worldwide, is now posed to answer demand for US-bound nurses.
A recent report from the US National Center for Health Workforce Analysis indicates that the current US market demand for registered nurses, especially for those trained in geriatric care and diseases, is indeed undersupplied. The report shows that a shortage of full time employed (FTE) registered nurses in the US, previously projected to begin around the year 2007, was already evident in 2000. Factors driving the growth in US demand include an 18-percent increase in population, a larger proportion of elderly persons, and medical advances that heighten the need for nurses.
According to the Philippine Overseas Employment Administration (POEA), the Philippines sent 12,290 registered nurses to various countries worldwide last year. Only 350 nurses out of the total made it to the US. A factor cited by the POEA for the extremely small number was the long gestation period for US immigrant visa processing, which ranges from 12 to 24 months.
This is where AJMAN comes in—it offers the shortest turnaround time for US immigrant visa processing approval. “Our average period for US immigrant visa processing approval is 10 months only, which makes us well-positioned to fill the gap of supplying US nursing demand requirements,” said Arleen Asuncion, AJMAN vice president.
According to Asuncion, AJMAN ensures through its US employers that the registered nurses in AJMAN’s pool are offered the most generous and comprehensive compensation and benefits package in the industry—between $18 to $25 an hour.
More, AJMAN also promises to its successful nursing candidates that all required exams can be reimbursed, free review classes and test fees for the US nursing licensing board (NCLEX), free US airfare and subsidized housing and transport expenses for the first three months in the US. In addition, employment placement assistance is provided to accompanying spouses, and school admission assistance is provided to children. Financial planning advice is also provided for the couple.
“AJMAN helps Filipino nurses not only to prepare for their migration in the US but also to plan the future of their loved ones,” Asuncion said.

1. Revised Appointment Slip Policy All appointment slips will now be signed by the Crewing Staff the crew has transactions with. Signed appointment slips shall be returned by the crew to the Guard after his transaction.
2. Crew Certificates Schedule of Releasing Certificates of sea service, employment, separation, employment & separation, job description are released after 2 days from day of request. Certificates of SSS & Pag-ibig Premiums are released on Mondays. Philhealth certificates are processed within the day. It is recommended that crew /allottee should call the office first and request the certificate to avoid long waiting hours.
3. Policy on Packages Maximum package size is the standard shoebox size. Maximum weight is 1 kilogram. No money, food, liquid items and fake CDs shall be accepted.

The Department of Labor and Employment has put in place a one-stop center for seafarers that will house in one location the various government offices involved in providing the requisite documentation for seafarers in connection with their employment.
The services to be provided by the respective agencies would include the processing and issuance of the following documents:
• Commission on Higher Education - School Credentials Certification, Authentication and Verification • Department of Foreign Affairs - Passport • Maritime Industry Authority - Seafarer’s Identity and Record Book • National Bureau of Investigation - NBI Clearance • National Statistics Office - Birth Certificate • National Telecommunications Commission - General Operator’s Certificate • Philippine Overseas Employment Administration - Employment Contract and Overseas Employment Certificate • Professional Regulation Commission - Marine Deck and Engineers Officers’ License and Certificates of Competency
The Technical Education and Skills Development Authority shall issue the application forms for assessment of ratings. The corresponding certificate of competency for ratings shall be released at the one-stop center upon completion of the assessment process.
The Maritime Training Council shall assess the skills of new entrant seafarers and process and issue of certificates of proficiency under Chapters V and VI of the 1978 STCW Convention, as amended.
The Overseas Workers Welfare Administration, Social Security System, Phil-Health and Pag-ibig Fund shall provide membership information and other similar services to the seafarers.
The one-stop processing center for seafarers is located at the ground floor of the POEA Building in Ortigas Avenue , Mandaluyong City and shall conduct its dry-run on May 12, 2003.

To continuously improve delivery of service to customers, Jebsens Maritime Inc. (JMI), organized the 6th Principals Conference from May 5 to 9 with the central theme of sharing company and industry developments.
For this year, company updates to principals included the implementation of centralized processing, organization of new crew activities, the joint venture in Shanghai, and existing training programs/seminars conducted for the crew.
Industry developments presented to principals covered the following: U.S. seafarers’ visa guidelines, international ship and port facility security code, new systems from the Professional Regulation Commission, and a medical situationer report of common illness/sickness suffered by seafarers and its preventive measures.
The conference was graced by various customers from Norway, Philippines, Switzerland, Netherlands and Germany. After a series of discussions with Crewing Managers and resource persons, the conference ended with an informal gathering held at spectacular El Nido Resort in Palawan.

We are proud to inform you that 13 out of 25 NIS Cadets graduated this March with honors from the University of Cebu (UC) and John B. Lacson Colleges Foundation – Bacolod, Inc (JBLCF). UC and JBLCF are both recognized as one of the leading maritime schools in the country duly accredited by the Commission on Higher Education (CHED).
Out of the 13 honor graduates, 3 qualified for Magna Cum Laude and 9 were Cum Laude. In addition, another Cadet was given a special recognition (Journalism Award) for his contributions to the school paper as the Editor-in-Chief. All cadets have completed one service period as Apprentice Officers and are part of the 6th and 7th batches of NIS Cadets. They will be assigned back to their sponsoring Principals’ vessels to complete service requirements for licensure examinations.
At present, the Jebsens Cadet Training Program has produced 145 fine officers since its birth in 1996.

The Award was given by Condé Nast Traveler of USA and Condé Nast Traveler of UK. This is a highly prestigious award most coveted by all cruise lines.
Silversea is now on its 7th year as recipient of the US award and on its 4th year as recipient of the UK award.
Among the areas assessed were Crew Service which received a high rating of 94.1% (U.S.) and Food/Dining -- 95.1 (the highest in three years).

“Dugo-dugo” gang is again on the loose and now victimizing the allottees of our seafarers. Just recently, two of our allottees have almost fallen prey to the gang's tricks. Fortunately, they coordinated first with our office before it was too late. This modus operandi is not unique to JMI alone but also to other manning agents.
Here's how the gang works:
1. A member of the gang will call an allottee and introduce himself either as a lawyer representing U.S Embassy, NBI or any other agency.
2. He will inform the allottee that her father/husband/son/brother onboard has either met an accident involved in a fistfight or involved in drug smuggling.
3. He will further advise that his office have been trying to contact the manning agent to no avail so they decided to call the relatives and inform them about the incident.
4. Because of this incident the crew will be repatriated immediately but for him to be released to the family's custody, the family needs to give financial assistance amounting approximately from Php 30,000.00 to 50.000.00.
5. The gang will further stress that the money is needed urgently and that the family has to deposit it to a bank account which they will dictate, and “Presto”, the money is theirs.
In view of this, we would like to forewarn all of our seafarers and their allottees to contact JMI office immediately in case the above incident is encountered.
Only JMI personnel, your crewing managers in particular, know what is going on onboard and this information is held confidential. "Dugo-dugo" Gang , therefor, has no basis in their claims.

The Maritime Training Center has accredited the Harbor Training Center to conduct courses that will enhance the skills of seafarers in Abojeb and in the Philippines.
The two new courses which received accreditation are Crowd Management, Passenger Safety and Safety Training for Personnel Providing Direct Services to Passengers in Passenger Spaces; and Proficiency in Crisis Management and Human Behavior Training including Passenger Safety, Cargo Safety and Hull Integrity Training.
Other courses offered are basic computer courses such as Lotus Notes, Excel, Word, Amos Express, as well as Stargate/4TQ, ISM Code, STCW 95, Port State Control, and Shipboard Familiarization.
